Story

Synopsis

In January 2118, Chief Inspector Akane Tsunemori and Enforcer Shinya Kougami investigate a lethal terrorist attack on a foreign passenger vessel by the Peacebreakers, a heavily armed paramilitary syndicate led by Atsushi Shindo and the fanatical Tonami. The terrorists seek the Stronskaya Document, a suppressed philosophical manuscript capable of dismantling the societal legitimacy of the automated Sibyl System. Teaming up with the Ministry of Foreign Affairs, Akane and Kougami navigate fierce bureaucratic resistance, covert political agendas, and lethal cybernetic assassins to retrieve the papers and prevent widespread civil insurrection.

Tonami captures the Stronskaya Document, intending to broadcast it to prove that Sibyl's algorithmic justice renders constitutional law completely obsolete. Kougami breaches the Peacebreaker mountain stronghold, eliminating Tonami in brutal hand-to-hand combat. Recognizing that Sibyl arranged the murder of legal scholar Stronskaya to extinguish democratic governance, Akane executes a daring moral sacrifice: during a live televised press conference, she shoots Chief Kasei's cyborg body in cold blood. Willingly surrendering to state incarceration, Akane forces Sibyl to submit to the enduring authority of human criminal law.
