Story
Synopsis
A terrorist attack on a bridge triggers a slow-moving crisis in which Tokyo is placed under an ambiguous state of emergency, and the response mechanisms designed to protect the city instead paralyze it entirely. Former Labor pilots are drawn back in as the political situation deteriorates, but the film is far more interested in the machinery of governance, information control, and the comfortable illusion of peace than in mecha combat. Long stretches pass with no action at all, which is entirely deliberate. Every scene builds tension through procedure and silence rather than confrontation.
